Government support for need-based aid is likely to become increasingly limited, forcing Rice to rely more on need-based scholarships to continue our commitment to admitting students for their capacity to learn and not for their capacity to pay.
With stiffening competition from other universities, our ability to attract the best students depends on our ability to offer them merit-based scholarships. These types of scholarships provide a recruiting advantage because students consider them to be prestigious.
We want to increase our international undergraduate student population from 3 percent to 5 percent. To attract the best students, we must offer them scholarships since they aren't eligible for federal or state aid.
